During such events, officers are reassigned to patrol the area and ensure that the peace is kept. They remain in civilian wardrobes. When it comes to private security, the police is not involved; individuals and corporations may hire bodyguards, but it remains a private matter. As unfortunate as it may be that crimes cannot always be prevented before they occur, I cannot support the creation of an unlawful organization. The potential for corruption would outweigh any benefits.

You don't think the people would feel a little safer, and criminals would be a little more deterred, if you had a more formal squad? What if a kid gets lost, or someone has a purse stolen-- will they just know who to go to, at a crowded event?

I believe there might be some sort of misunderstanding here. There are many laws in place, actually; they can be accessed through any Dreamberry device. If an emergency should arise, you can dial the emergency number '199' to speak immediately with someone who will direct an officer to the scene of the incident.
As for known criminals, the laws unfortunately prevent indefinite detainment. They are instead punished for their actions and closely monitored.
